Does the battery phone allows to be charged with filtered DC?

I put the original charger with normal indicactions .BUT When I replace it by a DC filtered and regulated ,4 V dc , the phone doesn´t indicates to be being charged an the led of display don´t glows.Reeplacing for the original charger all is ok.

Well.. maybe it`s just not enough, mostly, the voltage is 5 volts or slightly higher.
