Does Bell really send-out phones offered though their promos?

The day I cancelled my Telus service I received a call from Bell Mobility offering me some promo where I'd receive a free phone and get a monthly charge of $30. I said yes, had it set up and everything and was told I'd receive a confirmation call in a couple days and get my phone in a few business days after that. I got the confirmation call - twice. The second time their line dropped the call. It's been a month and a half later and I still haven't received a phone.

Can I ever expect it to show up? Are they going to try and charge me a monthly charge for a service I never even got to use? Was it some sort of a scam to lure me into giving my information? Anyone have any ideas about this?

1) When you agreed, did they give you a cellphone number for your new accountt?
2) Did you give them a credit card number or SIN??

If they did not give you a number, AND if you gave them this info, chances are it is a scam and that it wasn't Bell at all. I work for Bell and this sounds pretty familiar. IF Bell does call to offer phones, they will give you your cell number for confirmation in case you need to call in. Also they will not pressure you for your SIN, which in the case of a scam, I've heard they are pretty insistant.
PS, also, do you remember the call display on the phone when they called? If it was Bell it would have actually said that, but the scam calls seem to be coming from American area codes.
