How can you stop short program charges on your phone bill?

I am frustrated by the short program charges on one of the phones on my account. These are those $2 per text etc. programs. There is no way to either block these types of texts even though they obviously track them separately from regular texts (by virtue of the different description on the bill) or to tell me which companies these charges are for. So there is no way for me to follow up with the user of the phone to see if they inadvertently used the service or if the charges are legit. It is very frustrating because I can't imagine any other company being able to do this on your bill. Can you imagine getting your visa bill and seeing hundreds of charges that you want to dispute and they tell you they can't give you any information on the charges but you still have to pay them? No, of course not. They would go to the company that originated the charges and ask them for backup. Has anyone been able to deal with this?

To answer your question, I have seen a lot of this in the past and it is very common now a days for those $2 sms charges to come to. In most if not all cases, those charges are initiated by the user of the device. those services are usually subscriptions and can be stopped via a reply sms of STOP, CANCEL or QUIT to the service they no longer want. If you have called your service provider they should have a tool/program to do this for you and/or refund the charges at the same time.

Your best way to go is to contact the user of the phone and have them send an sms with one of those three words as it is mandatory by law that they have to stop the service. You will receive an sms in return confirming you are now opted out and will no longer get that service.
